  • Europe Launches RAISE Initiative

    On 3 – 4 November 2025, during the “AI in Science Summit” in Copenhagen the European Commission announced the pilot of RAISE – the Resource for Artificial Intelligence Science in Europe

    According to the Commission RAISE will act as a virtual European institute, pooling and coordinating core AI resources, including computational power, data, talent and research funding across the EU Member States and the private sector, to drive both the development of frontier AI and AI-enabled scientific progress”.

    This initiative aims to bring together essential resources to accelerate transformative breakthroughs in science, from improving health treatments to tackling environmental challenges and enhancing earthquake impact predictions. This pilot will be funded with €107 million under Horizon Europe.

    The AI in Science Summitalso marked the launch of a new Action under the European Research Area (ERA) on ‘Facilitating and accelerating the use of AI in science and research in the ERA.’ This ERA Action will support the setup of RAISE by providing a platform for coordination with Member States”.

  • Digital Euro, Innovation or Control?

    On 30 October 2025 the European Central Bank (ECB) advanced the Digital Euro Project into its technical phase, with a pilot expected in 2027 and full implementation by 2029. Powered by AI, the Digital Euro promises more security and tailored financial experiences for consumers.

    However, this development raises fundamental questions regarding autonomy and oversight. Unlike decentralised cryptocurrencies such as Bitcoin, the Digital Euro constitutes a central bank digital currency (CBDC), subject to regulatory frameworks and capable of enabling comprehensive transactional visibility. Although the ECB has reaffirmed compliance with EU data protection standards, this approach establishes a state-controlled financial infrastructure.

    As an example, and to better appreciate the implications, consider the following key distinctions between the Digital Euro and Bitcoin:

    • Digital Euro is issued and regulated by the ECB, subject to EU monetary and data protection law, whereas Bitcoin operates without any central authority.
    • Digital Euro transactions are fully traceable under EU regulatory frameworks. Bitcoin transactions are pseudonymous, offering greater anonymity.

    While the ECB has confirmed that cash will remain available alongside the Digital Euro, the critical question remains: do we really want this level of oversight?

  • EU AI Act: Literacy Practices-Examples

    Article 4 of the EU AI Act “requires providers and deployers of AI systems to ensure a sufficient level of AI literacy of their staff and other persons dealing with AI systems on their behalf”.

    This obligation became mandatory on 2 February 2025. If you are a provider or a deployer of AI Systems, please note that the AI Office is maintaining a living repository on “AI literacy practices, gathering further examples from organisations, and updating the Q&A”.

  • Human Digital Twins: Another EU Healthcare Initiative

    Europe is leading the AI revolution in healthcare with two complementary but distinct initiatives:

    1. Virtual Human Twins (VHT) Initiative: Launched in 2023, aims to create digital replicas of human organs and systems, to simulate diseases, predict treatment outcomes, and enable personalised medicine. In October 2025, the EDITH (Ecosystem for Digital Twins in Healthcare) released its formal “Roadmap for the European Virtual Human Twin” after two years of work, engaging over 800 stakeholders from academia, industry, healthcare and policy. The newly released EDITH Roadmap (2025) defines how Europe will evolve from isolated digital models to whole-body human twins, combining science, data, and supercomputing power.
    2. COMPASS AI: As we have explained in a recent post, this initiative focuses on the safe deployment of AI in clinical practice, COMPASS AI builds governance frameworks, best-practice guidelines, and AI literacy across healthcare providers. Unlike VHT, it is not about modelling human biology — it is about how AI is used responsibly in healthcare.

    Understanding both EU healthcare initiatives is essential for compliance with data protection, AI liability, and clinical adoption in the coming years.

  • Outside the SCOPE of the EU AI Act*

    The EU AI Act does not apply to the following entities and activities, as specified in Article 2 sections 3 to 12:

    • Private, non-professional use of AI Systems by individuals.
    • Military, defence, and national security applications, which are explicitly excluded.
    • AI Systems or AI Models used exclusively for scientific research and development, including those not yet placed on the market or put into service.
    • Open-source AI systems released under free licences, unless they qualify as high-risk or fall under prohibited practices.
    • Public authorities in third countries and international organizations whose use of AI systems is subject to international agreements for law enforcement and judicial cooperation.

    These exemptions ensure that the EU AI Act focuses on commercial and high-risk AI Systems, while safeguarding space for research and innovation.

  • EU AI Act Timeline: Key Dates*

    The EU AI Act is the first-ever regulation on AI worldwide, entering into force progressively between 1 August 2024 and 2 August 2027, as outlined below:

    • 2 February 2025:
    1) Rules on general provisions, Articles 1 to 3.
    2) AI literacy, Article 4.
    3) Prohibited AI Practices, Article 5.

    • 2 August 2025:
    1) Obligations for Member States Articles 28 to 39.
    2) Obligations for providers of general-purpose AI (GPAI), Articles 51 to 56.
    3) EU Governance (as the AI Board, among others), Articles 64 to 70.
    4) Confidentiality, Article 78.
    5) Penalties and Administrative Fines, Articles 99 and 100.

    2 August 2026: All Articles come into force, except Article 6.

    2 August 2027:

    1) Classification rules for High-Risk AI Systems, Article 6.
    2) Providers of GPAI models placed on the market before 2 August 2025 must ensure compliance with the obligations.

  • COMPASS-AI: EU’s Healthcare Initiative

    On 21 October 2025, the European Commission announced the launch of COMPASS-AI a “new initiative that includes the establishment of a community of experts to advance the safe and effective use of artificial intelligence (AI) in healthcare”.

    This initiative will increase the use of AI in healthcare and “will also launch an interactive digital platform to map best practices and facilitate knowledge exchange. The network will deliver AI deployment guidelines and work to raise AI literacy of healthcare professionals, hospital managers and patients”.

    COMPASS-AI is part of the Commission’s recent Apply AI Strategy, designed to boost AI adoption and innovation across Europe, particularly among Small and Medium-sized Enterprises (SMEs)”.

    According to the European Commission the AI Act, “together with the Medical Devices Regulations, creates a clear framework for the safe deployment of AI in healthcare. It fosters innovation while ensuring that AI solutions entering the European single market are safe and trustworthy. By providing legal certainty to market players and harmonizing rules across Member States, the AI Act strengthens trust among end users like patients and healthcare professionals”.

  • The Digital Twin Revolution

    According to NASA, digital twins are virtual replicas of physical assets, systems, or processes” that mirror reality in real time and can help us make better-informed decisions, reduce risk, and deliver life-saving benefits to humanity”. 

    NASA also explains that:

    “Using a replica of Earth, NASA can detect and monitor floods, the planet’s oceans for carbon, wildfires and air quality, to name a few examples. NASA’s Wildfire Digital Twin uses AI and machine learning to forecast potential burn paths, merging data from sensors to produce precise global models”.

    “In space, astronaut digital twins could play a pivotal role in predicting and mitigating health issues during missions. By integrating genomic profiles, age, gender, previous flight data and medical history, these tools could enable real-time health monitoring and personalized interventions, paving the way for safer deep space exploration”.

    The innovation doesn’t stop there— according toBusiness Insider NVIDIA’s Omniverse supports factory-scale digital twins with partners like Siemens, Caterpillar, Toyota, Lucid Motors, FANUC, Foxconn, TSMC, and Wistron.

    This also means that as this technology grows, compliance with global standards such as GDPR, ISO/IEC 27001, IEC 61508, and the EU AI Act is critical to ensure legal conformity, security and trust.

  • EU AI Act Bans Untargeted Facial Recognition

    Under Article 5 of the EU AI Act, it is strictly prohibited -as of 2 February 2025- to create or expand facial recognition databases through untargeted scraping of images sourced from the internet or CCTV footage.

    Recital 43 of the EU AI Act further clarifies:

    “The placing on the market, the putting into service for that specific purpose, or the use of AI systems that create or expand facial recognition databases through the untargeted scraping of facial images from the internet or CCTV footage, should be prohibited because that practice adds to the feeling of mass surveillance and can lead to gross violations of fundamental rights, including the right to privacy”.

    What does this mean in practice?

    The indiscriminate collection of facial images from online sources or public cameras for the purpose of building or expanding facial recognition databases constitutes a prohibited practice under Article 5 of the EU AI Act. Effective from 2 August 2025, any organisation found in violation of this prohibition may be subject to substantial administrative fines—specifically, up to €35 million or 7% of the total worldwide annual turnover for the preceding financial year, whichever amount is higher.

  • Statement on Superintelligence: A Call for Regulatory Action?

    The Future of Life Institute has just announced the following statement:

    “We call for a prohibition on the development of superintelligence, not lifted before there is

    1. broad scientific consensus that it will be done safely and controllably, and
    2. strong public buy-in”.

    With over 48,000 signatures, including renowned voices like Geoffrey Hinton—the “godfather of AI”—and Sir Richard Branson, this statement reflects a growing consensus on the urgent need for regulatory intervention in the development of superintelligent AI systems.

    The legal and ethical implications of superintelligence AI systems are profound. Without enforceable safeguards, oversight mechanisms, and democratic accountability, the deployment of such systems could result in irreversible harm—including economic displacement and existential risk.

    Consider this: A superintelligent AI tasked with solving climate change might conclude humanity is the problem.

    Before it’s too late, should we act now to regulate superintelligence?
